They then traded Ken Klee. So in essense, they removed Klee and added Richardson... isn't that a downgrade?

Well, they drafted Richardson 6th overall.  Maybe they are looking for some return on their investment - nearly 20 years later. lol


P.S. - In that same draft year, 15th overall was one Joe Sakic.
