Anyway…assuming your main question is “why was Ribs not dealt with properly following his scrap with Saku”.

…maybe cuz there just wasn’t much to Ribs slapping Saku with his purse other than the frustrations of a competitive practice! In fact, I would argue that the inaction of the other players (in terms of “dealing” with Ribs) speaks volumes about how they feel about the situation.
