In soccer over here the coach has more or less the total say in this- finances permitting.

Ultimately it is the GM who decides. He may consult with the coach as to what he feels the most pressing needs are, but it is the GM who decides who will be signed and/or traded. In some cases the GM has alot of say in the night to night lineup. If he is trying to trade a player he will want him being played, not sitting in the press box.
