Exactly. In this case, the GM Bob Gainey, is the Project Manager. And from when I took my course in Project Mamagement (hmmm, I knew that course would pay off one day), when a project fails, or goals are not met, responsibility ALWAYS lies with the PM.

I remember CJ telling me last summer that George Gillette (habs owner) told him and Gainey to do whatever it takes to make the playoffs this year.

Even in a long term plan, short term, you still have to make the playoffs until you reach the ultimate success. It's just not enough to say, "too bad we missed the playoffs and kissed away revenue but we're building for down the road anyway" Fact is, we made the playoffs last couple seasons under Gainey so it's expected to make it again and go even further especially under a long range plan.
A couple of years ago I read that every playoff game equals a million dollars in net revenue to the team. I remember a few years ago the team missed the playoffs the organization lost three million dollars for the year. Making the playoffs and winning simply one game (= three home games, as it was 2-3-2 back then) would have balanced the books.
