Presently, any player making over the league minimum $$$ who is demoted to the minors is subjected to clearing waivers upon recall (except rookies and conditioning stints). 

This rule has pretty much made demotion a death sentence in terms of a career.  It also limits the flexibility of a roster.

Apparently...it was originally intended to help 'fringe players' as well as prevent 'gaming' in terms of meeting the salary cap.  

...this is the rule that cost the Habs Ron Hainsey.
