Sorry, I thought he meant there was a million in signing bonus with it!

Just curious why there is a singing bonus to begin with? 250K isn't much so why mention it? I could also see a player as a free agent recieving the highest signing bonus as part of the competition to sign the player! But why an existing player under contract?
